Sorry - I have to take back this bug description!
It is correct, what I wrote, but not at all times...
This seems to be a schedule problem. It is awfully silly and sloppy, but:
When I tried to talk to her, it was beginning to grow dark in game, that means around 8 PM game time. Ronnie was standing in the courtyard and smoked. And she had no dialogue at all.
I did a more intensive Google search, and found other comments, which brought the NPC schedules in play. So I simply returned around noon and again talked to her. She was wandering from courtyard to the armory and back at this time. And suddenly she informed me: "Now that we have an armory I can resupply...." (or similar). And then she opened a menu where I could barter with her.
So its not a bug, its just the sloppy menu system, which is the worst system I ever saw in a game. You do not know beforehand, what you will really say, NPCs start walking away in mid sentence, other NPCs walk through the scene and the menu disappears, because they stand between your character and the NPC, and so on.
And obviously they were sloppy enough to have not even a sentence like "Not now, please, come during daytime"...
Sorry - I do not think we can do anything in this case.
