This error is because the fragment in question is the startup fragment for the quest that holds the scene it is trying to start. The scene cannot start until after the startup fragment is complete, which means that it needs to be moved somewhere else.

The scene in question appears to be a radio station that broadcasts the Nuka World jingle from the trailer, and this station (frequency 17.10) is evidently used by quite a few eyebots, mostly in Galactic Zone. The antenna itself (0604A680) is located in Galactic Zone and has a distance set to 20000, but this should likely be set to unlimited as there are eyebots that use the station placed outside its range. One such eyebot is 06003189, placed in the treehouse in Safari Adventure.

Further, the radio station scene lacks a failsafe like the base game radio scenes have and thus will likely fall silent even if this error is fixed. It should either be added to the list of base game scenes in the dungeon master quest, or a new failsafe should be implemented for it.

I have posted a mod on Nexus that addresses all of the above, and this would be free to include in the unofficial patch if that approach is chosen.
