Issue #23376: "Afflicted" encounter (WEJS14) still occurs after quest

 
Just like in Issue #18320, I have completed The Only Cure (DA13) and still get the encounter with the (lone, non-hostile) Afflicted, quite frequently. I also met an Afflicted performing a praying animation in front of Markarth, no idea if that is supposed to happen.

If all else fails, maybe the original fix should just be reverted.

This is not possible, you have a mod which is conflicting with our previous fix to this issue and reverting it away.
