Issue #23494: Power Armor wastelander undersuit mesh clipping through right shoulder
When wearing any outfit besides the Vault Suit when entering Power Armor, the undersuit defaults to low poly Road Leathers which clips through the right shoulder of the frame when walking or running. It is horribly obvious.

Copy/pasted from my Nexus comment at the suggestion of blackpete8427. Further details on this issue.
When you enter a power armor frame wearing a non-Vault Suit, the outfit applied to the character appears to be a set of Road Leathers. Regardless of whether you're wearing a BOS Uniform, Military Fatigues, a Hazmat Suit etc. the outfit applied when inside the power armor is always this set of Road Leathers. With a completely "naked" set of power armor, that being the frame and no applied armor pieces on top of it, you can see this outfit through the gaps in the arms and legs of the suit.
Now, when you are unarmed, and walk or run in third person while in the power armor frame with this Road Leather alt. outfit, both of the Road Leather's shoulders clip through the flexible fabric(?) mesh of the power armor frame's shoulders. You will see this quite clearly as the black of the Road Leather material clips through the white of the frame's shoulders.
>>>It's worth emphasizing that both shoulders suffer from this clipping problem<<<, as the report above only states that it happens with the right shoulder. I'm of the belief this is because of the camera offset, where most of the focus is on the right side of the character. I've checked both shoulders thoroughly, and can confirm it happens on both sides.
I imagine the fix would be something along the lines of 'collapsing' the rear portion of the upper arm and shoulder mesh of the Road Leathers so that they no longer clip through the power armor frame shoulders. The portion of the outfit that's clipping isn't visible under normal circumstances, as it's underneath the shoulder frame of the power armor.
I've included images of both shoulders during the idle, walk, jog and run phase.
Note: I've also included another mesh issue with the power frame, and that's the crotch area during the sneaking animation. The fabric mesh of the suit breaks quite severely when in the crouching position. I figured this may as well be included.

Posted by "sclerocephalus"To add to this, the BOS variant also suffers from the same shoulder clipping issue. It's most likely that all non-Vault Suit variants have this problem. I've included some more images.

Some info to clarify matters: If you equip a power armor, your outfit will be replaced by one of several power armor frames. Those items have a piece of underarmor integrated in the mesh. Thus, you won't have a frame equipped over an underarmor item, but only a frame that shows the underarmor piece undeneath, and therefore, it's not the road leathers that need to be fixed but the respective power armor frame mesh instead.
Also, it's not just road leathers and vault suits that may show up as underarmors on a power armor frame. There also are options for BoS (with a BoS suit [in the vanilla game, this had road leathers too because the frame object was mistakenly using a wrong armor addon, see bug #29447]), gunners (with a gunner harness [or military fatigues ? don't nail me on this one]), settlers (with a radstag hide outfit [makes sense because the vanilla settlers were actually all suposed to wear radstag hide outfit variants, see bug #27802]), and a special one for Ingram (BoS suit without legs). Which frame will be equipped is handled by the UsePowerArmorFrame<Faction> keywords on the underarmors, The game then automatically selects a frame with a matching keyword. (where "automatically" means in this context that this happens at engine level; there is no script involved). I have not tested which frame the game falls back to if the keyword is missing, but that could well be the road leathers frame.
