Issue #23707: Bandit leader at Traitor's Post not named "Bandit Chief"

 
The bandit leader at Traitor's Post (dunPOITraitorsPostBoss) is not correctly labeled Bandit Chief like other bandits with the same template at other similar locations. Instead, he is assigned a random leveled bandit name.
