Issue #23837: Madison Li Does Not Respond To Progress Report Request

 
Whenever you speak with Dr. Madison Li in the Institute and request a project report on her division, she does not respond and the conversation ends. Asked question after being appointed Father's successor but before bringing nuclear reactor online. Quest in question is DialogueInstitute (REF ID: 0005E63E) and scene is DialogueInstituteMadisonSubsequentScene (REF ID: 001A6AEE).

Easy enough fix. Her middle response was incorrectly conditioned to check if Inst303 was less than stage 30, which it will no longer be if you're appointed director. It needed to be gated against >=30 and checking to see that the reactor hasn't been finished yet.
