Issue #23891: Light Does Not Disappear Once Spotlight Is Destroyed At Cambridge Police Station
If you destroy the spotlight (REF ID: 001905BE) at the Cambridge Police Station (Exterior Cell: CambridgePDExt), the light (REF ID: 00190B5D) does not disappear, nor does the visual effect attached to the spotlight (REF ID: 001905BC). Screenshots attached.

This spotlight light has an enable parent, but should not. Enabling and disabling of the lights is handled by SpotlightScript and these operations will all fail if the light is enable-parented. Therefore, eneble-parenting must be restricted to the spotlight; the spotlight light however must never have an enable-parent (it is not needed because the spotlight light will be disabled by SpotlightScript on load if the spotlight is disabled).
Sadly, that's basically the same sort of mis-configuration we have been seeing with the weapon racks in Skyrim. Apparently, the game world designers never learn.
Fixed this by removing the enable parent from ref 00190B5D.
