Issue #23907: Chillrend/Frost enchantment audio loop

I was surprised to not have been able to find this issue already posted here, and I was also surprised that the Unofficial Skyrim Special Edition Patch didn't resolve this bug, given how many people have posted about it online. I can't be entirely sure what caused it, or even if the frost enchantment audio is the sound that keeps playing, but considering how many people have had this issue with Chillrend (and other frost-enchanted items on rare occasion), and the fact that the sound seems to match up to the sound that plays when you unsheath a frost-enchanted weapon as far as I can discern, it seems to be a decent conclusion.

I personally don't have Chillrend yet, but I do have an orcish bow of frost. Sometime after obtaining the bow, I noticed the crackling sound of what I thought might've been the sound of a fire spell charging up. After all, I had recently used a fire spell - a modded one at that - and so it seemed like that may've been the cause. For all I know it still could be, so if you can, I'd request an update to the patch that covers both of these bases.

The sound plays constantly and seamlessly. It's governed by the effect audio slider, and so I've been playing with that slider almost entirely muted. Oddly enough, it gets quieter when I'm in third-person mode. It fades out and stops playing entirely if I enter the pause menu (B button or Start). When looking up fixes online, I found people suggesting using the "sexchange" console command as a temporary fix (it comes back when you reload your save), and I saw others claiming that transforming into a werewolf or vampire lord worked. I tried morphing into a werewolf, and it removed the sound. I made a hard save and reloaded after reverting back, and upon reloading the sound returned.

Attached is a recording I made of the audio loop, it getting louder in first person, it ending when I change forms, and it coming back when I reload a save.

(Be warned, the audio in the recording is pretty loud. The bug sounds much louder in first person in the recording than it does outside of the recording. It basically sounds like the third person sound in the recording, but louder.)

(If you're wondering why I'm on a laptop despite listing this under the Xbox One platform, I'm streaming from my Xbox One to my laptop through the Xbox App. I am still playing the Xbox One version, on my Xbox One.)

Apologies for the crappy audio quality and weird sounds in the recording. I should've muted my dock mic when recording it. Here's a better recording. Oddly enough, when recording this video, the sound seemed to "stick" to a certain of the room I was in, coming from that spot even after I got it off myself by transforming. Weird.

(Apparently my recording files are too large to attach. Idk what to do about that.)

Update: Using Beast Form no longer removes the sound.

We've been unable to reproduce this issue, and without being able to do that, it can't be fixed. Whatever issue this is, it's either exclusive to XB1 or is too rare to deal with.
