Issue #23946: Possible Traitor's Post complication from the changes in USSEP, V4.1.1 (2018-02-03) regarding #23707

Let me preface this by saying that I'm fully aware of how notorious Traitor's Post is when it comes to radiant quest bugs. With that out of the way.

Trouble in Skyrim, Quest ID CR05, made a radiant quest for Trator's Post where in I had to clear it out. When I got there, I found 3 regular Bandits, and no one else. The quest marker was posted directly above the double bed in the back room. Realizing I ran into an issue that happens all the time here I thought nothing of it, and proceeded to do the following things in order to get past it.

1. I looked around the area spanning from the edge of the edge of the world on the East Road, Narzulbur, Windhelm Stables, and Snow Veil Sanctum multiple times while not finding anything.

2. I reloaded the save from before I started the search mentioned in 1. and used 'tcl' to thoroughly search under traitors post in a rather large area. I did not find anything.

3. I saved in the back room of Traitor's Post in multiple areas and loaded the game, didn't see the actor, saved in a slightly different spot, standing, sitting, laying in the bed, and repeated this action multiple times trying to displace the actor as it spawns in. No suck luck. However, when I dropped an item I heared a male orc voice being astonished at the sudden item drop from my inventory, and while doing the repeated save and reloads, the quest marker moved from the bed, to the chair, and then to the nearby 'window' indicating that it was moving.

4. Reloaded a save from well before I entered the area in Traitor's Post, the save I loaded was just outside of Cragwallow Slope, and I proceeded to rush to Tratior's post in hopes of finding the actor so kill so I could complete the quest. Again, noone was found.

5. I Reloaded one of the saves from 3. and fast traveled to Whiterun, entered the Warmaiden's in Whiterun, and waited for a period of 9 days before fast traveling back to Traitor's Post in hopes that a full cell reset would help. It did not; while the 3 bandits at Traitor's Post did respawn, the one needed to complete the quest was still missing.

6. I used the console command 'movetoqt CR05' and it placed me upon the double bed in the back room of Traitor's Post while the Actor was Still missing.

7. It was at this point I thought it could be my mods, and checked each one of them.

It was at this point I saw that USSEP got an update on the 2nd of February 2018 related to my issue.

Actor Fixes

The bandit leader at Traitor's Post (dunPOITraitorsPostBoss) was not correctly named "Bandit Chief" like other bandit bosses at similar locations. (Bug #23707)

I've two theories.

1. Due to the quest marker moving in 3. above as well as being able to hear the actor - although I was never able to get him to make noises again through dropping stuff - the actor in question may have been disabled when the changes where made to the patch. (It is my understanding that when something is disabled its not actually removed from the game, but made so the player cannot see it, nor interact with it. So for example if you are having FPS issues, and disable the object giving you the FPS issues it will not solve the FPS issues. As the item in question is still there even though you cannot see it, nor interact with it, the GPU must still render it. I very well could be wrong though.)

2. Or, for some reason, bugfix #23707 renaming the actor at Traitor's Post causes the quest to act in a way that is not correct.

In any case, this is pure speculation, and the priority is low. I reloaded a save before all this hassle, kill the 3 bandits that I could, still could not find the actor in question, used 'setstage CR05 20' and moved on.

I do have one question though. Will using 'setstage CR05 20' cause any issues? As far as I know, that actor is still alive and well, and could cause an issue if another radiant quest decides the same location later on. Or that actor might cause an unknown variable in my save.

Renaming the bandit wouldn't cause that to happen. I even checked the fix on a new game before the previous update went public and the bandit leader appeared just fine. This has been reported before, but none of us on the project team have ever been able to reproduce it in a vanilla game with only the patch.

Regarding console commands: Don't use them. Doing so invalidates your bug report and can corrupt your game beyond repair.
