Issue #23995: DamageRadiationChem contains contains chem keyword, despite only being used in food

 
DamageRadiationChem incorrectly has the chemeffect keyword. This causes irradiated food to be considered chems and work with chemist perks and biocomm mesh.

This effect is only used in food, despite the name containing chem. Removing the keyword fixes it. In most cases it is actually better to eat raw meat than cooked meat because the healing is only amplified if the food contains the chemeffect keyword (rad damage). Raw meat is not a chem.
