Issue #24096: "Hey Dejen"

 
After killing the institute courser for Dejen, the sole survivor cannot start conversations with any NPC until you turn in the quest to Dejen. Attempting to talk with anyone while the quest is active, the sole survivor just keep repeating "Hey Dejen"

I previously posted this as Issue #23922, but I didn't realize at first how widespread the problem was, which is why my description of the bug only references the "Hull Breach" quest.
