Issue #24181: Skeletons don't clear out at Starlight Drive-In after it's cleared

 
A number of pre-placed skeletons at Starlight Drive-In never clear out once it becomes a settlement. It may be up for debate whether a lot of these should remain, but there's one in the upstairs area of the diner on top of a bedroll that definitely should. Its FormID is: 0008C748.

Here are the FormIDs for the rest:

Since skeletons are not actors (they are moveable statics), they are not expected to be cleaned up by the game automatically. Thus, if you want them to clean up, you have to set up enable markers that are scripted to be toggled if a workshop gets player-owned (or, more generally for non-workshop locations, if a stage on a specific quest is set). Such markers do not exist for skeletons at any workshop location (although there are quite a few that have at least one skeleton laying around), so the conclusion is that this never was intended - and therefore, this is not a bug.
