Issue #24327: Mehrunes' Razor kill chance still incorrect

 
Despite Issue #21775 indicating that the automatic kill chance of the Mehrunes' Razor has been fixed, examining the script in USSEP 4.1.2 (downloaded ingame with the Steam SE version) shows that it's still 2 out of 101. Code still reads
If (Utility.RandomInt() <= 1)
The previously suggested fix of
If (Utility.RandomInt(int aiMin = 1, int aiMax = 100) = 1)
still seems a valid option.

If (Utility.RandomInt(1, 100) <= 1)

That is restricted to picking from 1 to 100, inclusive. It will never pick 0 because 0 is not specified in the range. Thus the fix we produced for 21775 is valid.
