Issue #24329: Ulfric's Bracers property conflict

 
Ulfric's Bracers (ID 0006230b) seems to be confused whether it's armor or clothing. On one hand it's named "ClothesUlfricGauntlets", has pickup and putdown sounds from clothing, has the keyword VendorItemClothing, and is lacking the Light Armor keyword for perk benefits. On the other hand, it's set to be light armor, has an armor rating, and has the VendorItemArmor and ArmorGauntlets keywords and is missing the clothing keywords.

At the very least, if it's going to be armor, it seems like it should have the ArmorLight keyword to benefit from perks.

His gloves are not meant to be either really. His whole outfit is something of a misfit set and doesn't benefit from any perks so it would appear to have been done intentionally.
