Issue #245: Quest "Missing in Action" passive objective "Find a way to release Thorald from Thalm

 
Players trying to release Thorald seem to be unable to do so. The Thalmor at Northwatch Keep tells the player that Thorald can only be released by order of the Imperial Legion. You have the option to ask General Tullius to release the prisoner but he responds that it can’t be done. Using violence fails the quest. Sneaking into the keep fails the quest even if you remain undetected. I’ve tried to use the console command to delete the Thalmor but that fails the quest. Basically walking under the archway (detected or not) fails the quest.

I did a search for the problem and other players haven’t had any luck bribing, persuading, or intimidating the guard. Someone said you need to be wearing a full set of Imperial Legionnaire armor but apparently no such thing exists. Regular Imperial armor doesn’t work. I even remembered having to get Maven Black-Brier an item called “Quill of Gemination” that she described as allowing her to forge notes perfectly, but talking to her does nothing. I searched her quarters for the quill and couldn’t find it. An item called “Imperial Order (000524DA1)” is in the game. It’s a note that simply says the prisoner in Northwatch Tower is to be released. Having the item in your inventory does nothing. The Thalmor Headquarters in Solitude is empty. Going to the embassy doesn’t seem to work either. (if I get to close to the fence they’ll attack me)

I cant think of anything else to do. It’s like they forgot to put the rest of the quest in the game.

I haven’t patched my game and have already completed the Civil War quests (sided with the Empire) if that helps.

OK, in reverse order…

The reason you can’t give the order from Tullius to the guard at Northwatch is because the dialogue is in the wrong order. The dialogue option that checks for possession of the order (000524D3) is below the standard “now move along” dialogue (000524D2). I’m guessing that if they were inverted, this bit would work.

The reason that you can’t get the order off Tullius in the first place is that it is checking that you are in CWImperialFaction. If your rank in that faction is less than 5, you can’t get the order. There do not appear to be any ranks other than 0 in that faction… I would presume therefore that the “I’m not giving you the order” dialogue (000524D4) should be checking for GetFactionRank < 0 rather than < 5. As the “Here’s the order” dialogue checks for GetFactionRank >= 0, that should enable you to get the order as long as you are in the Imperial Legion. That is, as long as CWImperialFaction is the correct faction to be checking.

Fixed for USKP 1.2.

Non-violent path is now complete with the addition of an extra quest stage, modified trigger script that will prevent the Thalmor from attacking if the non-violent option is used, and AI pack for the guard you talk to to escort you inside. The dialogue options to open the initial part were also out of order and have been corrected.
