Issue #24872: Trouble Brewin': Quest doesn't complete if you choose to keep Buddy
Trouble Brewin' (DialogueGoodneighborRufus) doesn't complete if you choose to keep Buddy instead of sending him to Rufus at Hotel Rexford in Goodneighbor. While I'm not positive this is a bug, it's seems pretty odd that it doesn't.

If you bring Buddy to Rufus, this quest won't stop either. It never stops.
The quest needs to stay running while Rufus is alive, because it holds all of his dialogue. If Rufus is killed however, there is no need for it to run any longer, so I'll add a Stop() to that stage.
Hm ... there's another error: it probably should not fail all of its objectives if Rufus dies after you turned in the quest.

After discussing a similar issue on Discord, it's potentially unsafe to shut the quest down, because of possible hidden dependencies.
Therefore, I'll only fix that other error.
