Resolution: Can't Fix - Sony Asset Restrictions

Issue #24937: special jobs for thieves guild not appearing

 
After completing any of the 4 special jobs in the major holds, Delvin won't bring up any dialogue options for others even when 5 smaller jobs have been completed in the specific hold.This makes becoming guild master impossible.

Unfortunately this is not possible to fix due to PS4 asset restrictions. It requires scripting in order to do so.
