Issue #25037: Maiq the Liar's wander package has Near Self checked

M'aiq tends to stay in one place after spawning. He will run back and forth but not any distance like his ancestors did.

The Location setting in the package is set to 'Near Self' even though the radius is a more appropriate 10,000 units. I know from testing another mod that even with the large radius as soon as the package refreshes (is that the right word) The check for Near Self will always say Yes and he will never get to travel more than what that refresh time is.

I'm not sure what setting would work though - setting it to the current hold would be more appropriate I think, if that is possible. Also a larger number would be ok 10000 is only about 2.5 cells.

Maiq is tied to quest WE35. The opening stage of that quest moved him to the marker chosen for its scene when it starts up. Since this quest is configured correctly to start and stop on demand as needed by the event manager, there is nothing wrong with his package details since he's supposed to wander around where he's moved to until the player has left the area.

I have personally encountered him at several locations around Skyrim which would be too far to have reasonably reached through random wandering.
