Issue #25188: Fireworks mortars eat the first shell loaded into it

 
On a fireworks mortar that had been placed some time previously (IE: not freshly placed), the first shell loaded into it will disappear and not be launched. This will happen regardless if the mortar was powered or not at the time of loading the shell (such as having a safety switch on it). Subsequent shells will launch normally.

I have seen this bug exhibited on the straight-up mortar, but have not tested the angled mortar. The shell I use most commonly is the clear sky weather shell and have seen this happen frequently with it, but others may also get eaten without launching.
