Issue #25210: Can't start Kidnapped Trader quest

 
I got a "Kidnapped Trader" quest from Radio Freedom today (the first time I've seen that quest type in the two+ years I've been playing, oddly enough) and the entry in the data tab instructs me to travel to Nordhagen Beach. However, nothing happens when I do travel there. The quest pointer points to the adult male Settler there, but he doesn't initiate conversation, and talking to him just gets the standard "let's trade" dialogue which leads to the inventory exchange screen.

I've googled this quest type and found nothing indicating I should need to do anything special to start this quest. I also couldn't find any indication that anybody else had this problem, though apparently a lot of people get stuck when it comes time to hand in the quest.

There are faulty quest stage checks on the spokesman's greeting lines that are never true, so he will never start the quest dialogue.
Specifically, all three topics check for "GetStage < 20" but they should check for "GetStageDone(20) == false" instead, because the quest is at stage 50 already when the player is sent to the settlement.
[NB: stage 20 is set when the player has spoken to the spokesman].
