Issue #25291: Cleansing The Land - missing options when confronting DiMA

After you recover the memories and you confront him about what you've found during Cleansing The Land (03001b44)

DiMA is the quest marker, yet you cannot talk to him about the wind turbines (that was what happened in my game, other reports says you cannot talk to him about the nuclear launch key) the dialogue keep showing options from the previous dialogues with him. This effectively locks you out from some endings to far harbor dlc, hence why I put the severity to medium.

Search for "Confront DiMA about the wind turbine kill switch" on google, you'll see other reports about this on steam and reddit.

Here's a save, In my inventory I have the wind farm override code, nuclear launch key and avery's holotape. When talking to Dima, the only options are to talk about the nuclear key and the holotape

To complicate things even more, should you decide to destroy the nucleus you can talk to the confessor, pass some speech checks to convince him of division. This is bugged too, the only topics for conversation are generic questions about the children beliefs
