Issue #25780: Minuteman Kidnapping Quest: Victim not present at quest marker, not possible to find

 
This happened to me the first time, but seems to be a rather frequent problem: The victim of a kidnapping is nowhere to be found.

The quest: 'Kidnapping at <LOCATION>'

<LOCATION> is a random settlement, in this case a settlement which the player has acquired and which is defended. (In contrast to kidnappings to bring a settlement to join MM).

In my case it is County Crossing, I received the quest via MM Radio. When I mark the quest as active and arrive at County Crossing a settler is marked. Speaking to him leads to a complaint, that his brother was kidnapped. One has the usual options and the location to seek for him is Revere Beach Station. I had visited Revere Beach Station at least once, but RB-Station was activated in full, several doors were locked, containers refilled, enemies respawned. The named end boss (a strong Raider) was no longer present, as usual, but replaced by an unnamed strong Raider. Cleaning out the place including miscellaneous Rad Roaches and a lot of Raiders revealed the quest marker pointing at the usual location for the kidnapping victim, but there was nothing, no body, no victim.

I immediately made a save when I received the quest via Radio. Therefore I could try it twice, each time after receiving the quest I traveled to County Crossing, talked to the settler and then immediately went to Revere Beach Station, so a timeout of the quest is not possible. Twice I fought through all the enemies only to find nothing. I think the quest is set up when you receive it, but the NPCs (including the victim) are not yet spawned in, since the player is elsewhere. Despite this twice the spawning of the victim seems to have gone wrong. The quest marker is in the usual location where the victim is, according to the Wiki. I would not know where to find the victim, maybe there is an alternate location, but then the quest marker is wrong.

The third time I did not promise to free the victim, but paid the ransom, which did solve the quest, but somewhat disappointing.

Game Version: 1.10.120. No mods except UFO4P! No graphic enhancers or anything not original, but all DLCs.

I wanted to add the save after receiving the quest, but before visiting County Crossing, so one could replay it. But this does not work, regrettably. Will post to AFK forums...

I suspect the victim just had no space to spawn. In a YT video somebody does this quest in Revere Beach Station and the victim sits exactly where my quest marker pointed to, but in my case there is a lootable object (Mr. Handy Fuel), and no NPC. Maybe the victim spawned under the floor?

There was a small glitch which prevented the upload - here is the save now:

The save point is after receiving the quest (via MM-Radio), but before talking to the NPC at the settlement. This should be repeatable, I tried it twice including fighting down to the victims marker, victim NPC was missing both times.

You may want to try uploading the save again (assuming you still have it). There was a problem with uploading files in the tracker (which is fixed now). Make sure to use the "Add Attachment" button after you've used "Browse" to find the file on your PC or it won't attach properly.

Sorry - I posted the Save File for this to AFK Mods, since I could not upload it here, and so I saw your comment quite late - just now.
But I still have the save, and try to upload it here now, as a RAR with the save. (It says that attachments of this type cannot be added, why? It sill seems to list the attachment after uploading it).
As I stated: The save already has the quest (received by MM radio), and the point is before visiting the settler at County Crossing and starting the rescue.
So to check it you need to go to County Crossing and talk to the settler.
As I described, I tried it twice with this save, and every time the hostage was not in the target location. The third time I solved the quest by paying the ransom to the settler, so that the quest does not hang.
The game version is old (see original post), and there is only the older version of UFO4P, no other mods.

It's been a long time but I've also encountered the issue several times. Would it help if I upload my save file as well or will the issue remain unresolved?

I don't see it hurting anything to provide another one, but the issue is going to remain unresolved unless someone can figure out why it happens. That can be sometimes be quite hard to do with this game.

I downloaded it from the steam cloud and it should be the correct one. It's located within the dungeon that the target is missing and the marker is just pointing at nothing. At the very least, even if the issue remains unresolved, the console can be used to force the quest to advance on PC which is better than nothing. Hope this helps.
