Issue #25860: Defend the Castle stuck after initial wave of synths

 
The Minutemen "Defend the Castle" quest where the Institute attacks the Castle is not progressing properly. After the initial wave of synths, it just stops and the objective counter is stuck at 0% completion.

I'm attaching a game save to this ticket for diagnosis. It's on the roof of the CIT ruins right before you have the chance to tell Father to shove it. All you should have to do is say something to get kicked out of the Institute, go talk to Desdemona, and then go to the Castle for the battle to start.

MinDefendCastle should not have had the death count tracker on the quest alias changed from True to False. Despite the sea of Papyrus errors the default setting has, the quest proceeds normally and all waves will spawn. Editing it is what broke the quest.
