Issue #25869: Settlers stuck in cowering position after Battle of Bunker Hill
The settlers at Bunker Hill are stuck in a cowering position after I completed the Battle of Bunker Hill (Inst302) quest there. This more or less breaks the functionality of the settlement because the settlers won't go about their normal daily tasks like picking crops and so forth. You are able to talk to them, but strangely they will still remain in that position.
One of the wikis claims that this can happen if you get banished from the Institute after talking to Father on the roof of CIT ruins, but I don't know if that's accurate information or not. It would make sense, though, since that's what happened in my game. My guess is that the quest controlling the battle (Inst302Combat) doesn't get shut down properly or completely if you fail Inst302 like I did. Inst302Combat is at stage 90 in my game in case it might matter. I'd assume that's part of why the settlers are acting as if the battle is still going on. This only happens if you fail out of the battle by getting booted from the Institute after reporting to Father up on the roof of the CIT. Inst302Combat needs to be stopped when the failure stage on Inst302 is called.
