Issue #25913: Roger Warwick won't trigger dialogue for "Greenskins" quest

 
I received the radiant Minutemen quest "Greenskins" (MinRecruit04) from listening to the Minutemen Radio broadcast telling me to talk the settlers at Warwick Homestead. When I get there, the quest marker points to Roger Warwick, but he offers no dialogue to proceed with the quest. He even attempted to force greet me and instead of his dialogue playing, the player character's dialogue plays and says something along the lines of: "I just want to trade a few things."

One of the wikis says the following:
If Building a Better Crop is completed before completing Warwick Homestead: Greenskins, one will not be able to interact with him aside from trading, resulting in the only way to finish the quest being killing him and returning to Preston Garvey.

Not sure about the accuracy of this information, but I did complete "Building a Better Crop" (InstM01) already. And as mentioned above, I received this quest from listening to the Minutemen radio broadcast, not from Preston.

Same problem occurs with several other Settlements as well for me. Oberland Station, Somerville Place, and Greentop Nursery, specifically.
