Issue #25951: Enemies don't clean up at workshops chosen by the Mercer Safehouse quest (RRR04)

 
The raiders that you kill to make Outpost Zimonja a settlement seemingly don't ever clean up if the Mercer Safehouse quest (RRR04) chooses it.

FormIDs are: 0004BE72, 0004BE73, 0004BE74, 000AE165, 00205BD7

The SV command indicates the raiders are being held in the following alias:
Alias bosses on Quest RRR04 (000B26C2)

This quest never shuts down.

Added a line on RRR04Script to clear the enemy alias once the workshop gets player-owned and stage 200 is set (at this point, all enemies are dead).

NOTE: This requires a retro script to make it apply retroactively.
