Issue #25951: Enemies don't clean up at workshops chosen by the Mercer Safehouse quest (RRR04)
The raiders that you kill to make Outpost Zimonja a settlement seemingly don't ever clean up if the Mercer Safehouse quest (RRR04) chooses it.

This quest never shuts down.
Added a line on RRR04Script to clear the enemy alias once the workshop gets player-owned and stage 200 is set (at this point, all enemies are dead).
NOTE: This requires a retro script to make it apply retroactively.
