As discussed in Discord, there is no enable parent setting on this firework effect. The reference doesn't have the initially disabled flag checked either.

The effect shouldn't be enabled from the start of the game. It's used by DLC04MQ05 and DLC04MQ05PowerButtonRef, so the problem might have something to do with one or both of those.

The script on DLC04MQ05PowerButtonRef does the same.

This means that 06056D67 is in fact missing its "initially disabled" flag.
