Entering the major's office in Diamond City through the elevator outside of Diamond City near the entrance can cause problems with "In Sheep's Clothing" (FFDiamondCity10).
In my case, I did this without realizing that you are supposed to initiate the quest by going through the main entrance where you'll encounter an injured Danny Sullivan. If you enter through the outside elevator:
(1) The quest will never appear in your quest log at all. It appears as though it still runs in the background, but obviously not as intended (see below).
(2) The scene with Piper trying to break down the door proceeds normally and still allows you to deal with McDonough as expected, but the entire scene with Danny is skipped and will play out of order. In other words, the Danny scene will play after you have already dealt with the mayor as if you didn't already know about the whole thing.
Not sure exactly how these things can be solved, but it seems like maybe the option to enter the mayor's office through the outside elevator should somehow be blocked so the player is ensured to find out about the whole situation with the major by going through the main entrance and finding Danny injured.
