Issue #26338: BlackWireTowerSpline01's at Oberland Station lacks WorkshopStackedItemParentKEYWORD

Fixed 0003FC95. The patch was supposed to have already fixed 0003FC8D back in v1.0.3 (Issue #20370).

Edit: This way of fixing them doesn't work for some reason. Neither of them are disappearing when I scrap the fence. We need to figure out why that is.

Edit 2: I figured it out. The splines also needed to have the fence added as their enable parent. They disappear like they should now when that section of the fence is scrapped, but the fix is not retroactive if you've already scrapped the fence.
