Issue #26345: More issues with Phil Roller's alignment quest at the Hubologist's Camp

 
1) You can ask Phil Roller about neurodynes and start his misc quest even after the Hubologists have left their camp.
2) When he dies in the "space ship", the quest doesn't fail and "Sit in alignment chair" is permanently stuck in your quest log.
