Issue #26467: High Confessor Bugged (for me)

 
High Confessor seems to be bugged for me.

1) I cannot talk to him about the Idol that you get during "Visions in the Fog" quest.

2) The optional quest "(Optional) Help the High Confessor." in "What Atom Requires" I cannot seem to get him to give me the quest. I've completed all the other quests in "What Atom Requires" but still he doesn't have an option to take the quest.

Saved right after I get back to Richter AFTER completing "Visions in the Fog" (I have not been inside The Nucleus at this point.

Appreciate this is an old report but I confirm this bug - it's an old one, had it in several playthroughs. A quick net trawl reveals its quite common. Consol commands can sort it - but its a messy one to do like that.
The fix that worked (for me at any rate) was to NOT clean that dlc with FO4 edit. Bit of a weird one.
