Issue #26629: Grass in the Soul Cairn causes huge reduction in frame rate

As noted in this thread and in my own playthroughs, the frame rates in the Soul Cair are abysmal. Someone in the linked thread determined that grass was the cause, though there's not really any details about what (if anything) they found specifically. Whatever the case, I can confirm that the solution of toggling grass off completely in the console removes the problem entirely. My framerate immediately jumped from low 40s to a solid 60 (where it's capped).

Can you see if this file addresses the problem? The only difference I can see is that in LE the grass density value was 35 and for SSE they bumped it up to 80.

I can't tell a difference in performance on my PC with this so I can't tell if this did anything or not.

Per discussion on Discord the test file with grass set to 35 restored frame rates. Since Bethesda intended this to be done I'd like to try and settle on a middle ground between 35 and 80 that doesn't kill performance.

Going to try setting this to 50 for the next update. If that's still too high we can drop it back to the original 35 in a future update.
