Issue #26690: Military checkpoints don't respawn defenders properly

 
After finishing the main quest and destroying the Institute with the help of the Minutemen, a number of military checkpoints around the Commonwealth appeared. A misc quest to "help defend the checkpoint" would be added to my quest journal nearly every time I got close to one of them. A number of game hours later, this has mostly stopped happening expect for a few locations I don't visit very often.

The problem appears to be caused by the game never respawning the defenders who have died (in my case Minutemen) properly after the random encounter quest event unloads and/or resets. In other words, the checkpoints just become empty and seemingly broken after a while and the "defend" events don't happen except where the Minutemen haven't died. Strangely, the containers at these checkpoints seem to respawn after a number of days, but neither the defenders or the attackers do. If I had to guess this issue probably occurs regardless of who you side with in the main quest, but that would need confirmation since I've only done one playthrough so far.

A game save is attached if that would be any help. It's at the one directly east of Graygarden. If you need to test one that still works, I think the one just west of Finch Farm and the one east of Robotics Disposal Grounds still have Minutemen who haven't been completely wiped out yet.

I have completed play a thorough for each faction. Yes once all the defenders are dead the check point does not re-spawn defenders or attackers.

On a side note I did notice that most of the other factions last a lot longer than the minutemen. Probably because the minutemen that spawn are so poorly equipped when it comes to amour, weapons, and they kill each other with Molotov cocktails. It also seems that the attackers spawn at the player level. But the defenders since they don't ever re-spawn after being killed (at the same level as the player) simply get overwhelmed eventually.

To me the fix would be to re-spawn the defenders at the same level as the player, after they are all wiped out on the next "defend the checkpoint" event, or always check the number of defenders on cell load to make sure there are always 5. Minutemen are the only ones that need to spawn with amour or apparel with burn damage resistance.
