Issue #26694: Settlers sometimes will force greet the player and not say anything

 
I've noticed something odd that occasionally occurs at settlements when a settler needs your help. Instead of force greeting you and telling you they need help to defend the settlement, take care of some group of raiders/creatures, and so on, they force greet you but don't say anything. Strangely, the player will say something along the lines of "I just want to trade a few things" in place of the settler initiating the expected conversation (and starting a radiant Minutemen quest). This doesn't appear to actually break the quest since attempting to talk to them seems to eventually trigger the dialogue, but the whole thing is odd, and somewhat annoying, and obviously isn't intended behavior.

This can be hard to reproduce, and I don't have any idea what causes it in the first place, but I was able to get a game save right before the issue was about to happen at one of my settlements.
