Issue #26774: Mel constantly walking away during second encounter
After completing the Big Dig and everyone survived, I met Mel again as a random encounter in the wasteland.
When I tried talking to him, he responded, but kept walking too.
So I couldn't finish any sort of dialogue he had without him walking too far away from the conversation.
It appears as though modifying the REPatrol package which is shared by several encounter NPCs should resolve this. Adding a condition check to make sure they're not in dialogue should stop them from wandering off.
