Issue #26816: Military Fatigues don't get the word "armored" added to their name when upgraded

 
Upgraded versions of Military Fatigues with ballistic weave mods should be getting "Armored" added to their name like other clothing items do that are upgraded (Armored Casual Outfit, for example).

ClothesMilitaryFatigues (ARMO 0016892C) was missing an instance naming rule set.

Note that this fix is NR because the instance names get baked on the references upon creation. That is, any items modified before applying this fix will keep their incomplete names. Only those items modified after applying this fix will have the name extension added.
