Issue #26843: Missing Improvement Recipes for Fork, Knife and Akaviri Sword
The weaponized version of fork and knife, and the "Akaviri Sword" held by Dexion Evicus can't be improved, unlike every other weapon except for Ebony Blade.

There was a discussion (Issue #13066) about the utensils being able to be improved a long time ago. The consensus at that time was that it wasn't a bug.
As far as I can tell, the only way to obtain Dexion's Akaviri sword is by using the "misdirection" pickpocket perk or the Disarm shout. It's probably debatable whether the developers even intended for it to be obtainable.

Ah, I see. Yeah, there's an argument that they shouldn't be improved because Fork and Knife are joke weapons, but it goes against the previously established philosophy by the USSEP team that all weapons and armor should be improvable, excepting the Ebony Blade. Temper recipes for Woodcutter's Axe, Pickaxe and Shiv are also added by USSEP.
Akaviri Sword is a weird one. Either its an oversight that shouldn't be obtainable, or it should have a temper recipe added. I prefer the second option, but there's room for a fix either way.

Also worth noting, USSEP does already make fixes to the Akaviri Sword in 2.0.0.

Since the weapon is marked as playable and it's possible to acquire it through legitimate gameplay, there is no reason it shouldn't be temperable.
We're not going to do that with the knife and fork though. The "established philosophy" of every weapon having a temper recipe was taken from a load screen but I can pretty well guarantee you that's not meant to cover eating utensils that have been turned into improvised junk weapons.
