Issue #27200: Allen Lee executing a children of atom doesn't trigger properly in Far Harbor

 
There is a scene where a children of atom is surrounded by a group of Far Harbor settlers, including Cap Avery and Allen Lee. When I teleported back to Far Harbor to turn in quests I saw that scene but all of the individuals were busy, I couldn't interact with any of them and they were doing nothing. Trying tele to another place and come back didn't work, I found only two solutions which are shooting the children of atom yourself then the dialogues between those settlers will proceed or saving the game when you are close to the scene, restarting the game and loading that save, this also triggers the scene properly.
The save game right at the scene is included.

I had the same thing happen in my game and reloading a save did get it to trigger properly (not sure if that means it's engine related). It's possible that an NPC that is important to the scene is missing or hung up in another quest causing it to not progress as well.
