Issue #27203: Boss NPCs in Fort Hagen Satellite Array respawn

As an apparent side effect of fixing the problem in Issue #26693, the boss NPCs in Fort Hagen Satellite Array now respawn along with the other NPCs and loot in the dungeon. I'm not sure if the boss NPCs will now respawn an indefinite number of times, but they for sure do at least once from my testing. This allows you to acquire duplicate sets of some unique items dropped by the bosses (as reported here), which is obviously not supposed to be happening.

I hinted at this in 26693, but it seems awfully weird that the location isn't a "no reset" zone. Assuming I'm understanding Arthmoor's comment correctly, the fix was intended to shut down the dungeon quest altogether after completing the Automatron main questline and be the equivalent of having it never reset.

Note: I didn't file this ticket as a UFO4P issue in the "component" category, because it's entirely possible this is another vanilla game bug and not directly related to the previous fix.

Ivey and Ahab should not have been marked as respawning, but instead as unique actors. They should no longer respawn in the cell when it resets. The location itself is intended to resapwn later, but obviously not with NPCs who should be unique.

Enjoy the spoils for those folks who raided the location more than once to get their goodies.
