Issue #27214: No dialogue option to confront DiMA in the Cleansing the Land quest

 
After recovering one of two clues of Cleansing the Land, there are two options, either destroy a faction or confront DiMA, there is no dialogue to confront him at all even Reformation hasn't started yet.
