Issue #27336: Non-functional terminal near Nuka-Cola Bottling Plant

A terminal in the exterior area of Nuka-Cola Bottling Plant is blank when used and doesn't appear to serve any purpose, although it's possible it was intended to at some point or maybe it isn't configured correctly.
