Issue #27452: Vingalmo will not provide the player with a quest

 
When given the misc quest to speak with vingalmo for an assignment, if the player has already killed the pack of wear wolves at Frostmoon crag on the Island of solstheim in the Dragonborn dlc, Vingalmo will only have the dialogue option “ Why can’t Orthojolf be trusted?”

Vingalmo is not involved in any quests where the target is a pack of werewolves. There is no connection found in the CK between him and anything remotely close to that.
