Issue #27601: RRR09: Carrington will still give player quest when they refuse to accept it

 
When giving the player the option to accept the quest Lost Soul (RRR09), Carrington will give you the quest anyway if you specifically tell him that you're not interested. There's obviously something set up incorrectly, because he should be allowing you to refuse it.

A save is provided to reproduce the problem.

This is intentional. The quest has no branch dialogue for refusal. Even when saying "Not right now" you're told "When you have the time, then." because he's expecting you to handle it at some point.
