Issue #27624: Amoral Combat can start after having completed Open Season

 
It's possible for Fritsch to offer the player Amoral Combat quest after Open Season has already been completed. This obviously wasn't intended to be able to happen since the player has already eliminated the raiders from Nuka-World.
