Issue #27671: Cannot Reassign Provisioners

 
When reassigning provisioners to a different type of task in a settlement, that object is successfully marked as in use, but the provisioner remains a provisioner, complete with the travel package and provisioner assignment when highlighted in workshop mode. I've tested in existing and new saves, with and without the unofficial patch, and it only happens with the patch installed, and has been happening since at least patch version 2.0.7.

This worked prior to UFO4P 2.0.4, but not on all occasions.
I made sure now that it will always work.
