Resolution: Not A Bug

Issue #27715: Unable to invest to both Adrianne Avenicci (Outside) and Ulfberth War-Bear of Warmaiden's

 
In vanilla game they could be invested seperately, because they have independent gold amount inside and outside. But with USSEP, I can only invest one of them, then there will be no option to invest another.
I noticed a bugfix in UESP: "Investing in Angeline Morrard's shop was erroneously setting Ulfberth's investment variable, allowing Angeline to accept infinite investments." (Why old fixes don't have number in version history?)
Does this fix cause this problem?

I would say this is working as intended. You are investing in the shop, Warmaiden's, not in each individual NPC.

But if I'm investing in the shop instead of a person, the two shopkeepers' relationship with player should be both raised, and the extra 500 gold should be added to their inventory both in and out of the shop. Now the fact is, only one of them benefits from the investment (which indicates "I'm investing individual NPC";), and another refuses further investment (which indicates "I'm investing in the shop";), this seems like a contradiction.

That fix has nothing to do with Whiterun at all. Angeline Morrard is a shopkeeper in Solitude and it was her investment option that was broken because they had it assigned to the wrong vendor.

What you're seeing with Warmaidens is how the game was designed. So it's not a bug.
