Resolution: Not A Bug

Issue #27723: Grimsever's Return still needs a level up to trigger. Do you plan to change it?

 
In vanilla game, there are only two quests require a level up to start normally. One is The Wolf Queen Awakened, which is changed by USKP in 2013. Now Grimsever's Return is the last one, would you please do the same thing to it?
By the way, I saw comments say that I could get Grimsever without acquiring the quest, then Mjoll would provide the quest dialogue. But when I tried with the latest game and USSEP, Grimsever wasn't there until I started the quest. I was way beyond level 14 of course, so level requirement has nothing to do with it. Is this related to the bugfix that changed Grimsever from a one-handed weapon to a two-handed one?

This issue has had a reopen request processed which was denied for the following reason:

As I explained already, when you hit the necessary level the quest will start. It doesn't matter what else you've done before or after, it will start regardless. You intentionally choosing never to level does not make this a bug.

No need to. That quest is isolated to itself and doesn't have a secondary component that gets triggered later on. That's the reason why the Wolf Queen quests had to be changed - it was possible to start the pre-quest and then ignore it and gain too many levels. Grimsever's Return (FreeformRiften09) only has one trigger point at level 14 so it will always start as you level up during the game.
