Issue #28135: Strange Tile of Water Intersecting a Rock in Tamriel Cell -12, -15

 
There's a strange tile of water intersecting a rock in cell -12, -15 right on the border with -13, -15. According to DynDOLOD, the coordinates are approximately (-49126, -61418, 615). Here are some pictures from above and below the tile: https://imgur.com/a/akqiSxg. I disabled all my mods to see if it was a mod issue, but it seems to be a problem with the vanilla game.

Can you possibly provide a FormID? The coordinates aren't something we can use to check the issue in the Creation Kit.

The ref ID is FF001018 and the base ID is FF001019 for the water tile. For the rock, ref ID is 00070D12 and base ID is 0001819A.

That's a really bizarre issue. The only solution I can think of in this case is to add an additional rock on top of where the water tile is.

Note for project: FormID of placed rock is 05098652.
