The error tells us that you pressed the elevator button at the bottom to move the elevator down. This operation failed however because the elevator was not loaded (?!?).
Now, the elevator is in the same cell as the button, and when you press the button, you're standing right underneath it !!!

Appears to be a bogus error to me - and just in case it was really not loaded, this is an engine issue.
