Issue #28195: References in Wilderness cell 0000DCD2 that weren't meant to respawn

 
The following references in Wilderness cell 0000DCD2 weren't intended to respawn. There's an encounter there with a scavenger and he never respawns, but the items and a container do.

LvlScavengerAggro768 should be set to respawn but wasn't because he had been duplicated from a specifically non-respawning peaceful version.
The actual bug here was that the leveled scavenger (001D1F33) doesn't respawn. The references don't need to be changed as mentioned above after all when the respawn flag is added to the scavenger template (LvlScavengerAggro768).
